The animator is Ben Washam, he was Chuck Jones' number 2 animator at his branch, I can tell because of two reasons the spinning fist before a character punches another, and Bugs' pointed teeth which were said to be two trademarks of his.

Wow thanks for the insight and corrections! Since this website mainly features Japanese animation, we tend not to post or even know much about western work.
The animator is Manny Gould, he was well known as the other wacky animator for Bob Clampett, one of his trademarks was for characters to wave their hands around while talking.
