Had Gorro Sessha been credited, I would have said it was his work
It's odd that he would go NC on Naruto though so it makes more sense that it was Masayuki Kouda who likely learned from him, as Sessha would have corrected his work tons of times and of course, they later were a famous ED-AD duo
The smoke @ 0:08 here also fits post #217463 @ 0:35, and Kouda is the only plausible overlapping key animator
So, this is too long ago for Masayuki Kouda to remember if he drew it or not. I am going to tag Goro Sessha because there is a lot of evidence he worked NC from Shippuuden #49 - #99 - a span of a full year in which he had no credits on the TV series.

The whole scene is masterfully led honestly. It's all about the character coming back to life, and it's told with an incredible efficiency, using Anime's unique pipeline tools. At 0:26, she closes her eyes slowly, it's animated with Gousei (only parts of the drawing is animated (here the eyes), the rest is kept, throughout). But then she starts moving her arm while re-opening it, a mouvement involving the entire body. Even though it begins off screen, it's shown here with a Bure (where the in-betweener has to trace over the same key multiple times to give a little shake (we'd say 'Faux fixe' in french)). In the end within the same move (a blink), the entire story is told. The eye closing is bearly animated, making her feel static, dead. But the opening is made with a lot of drawings even though the onscreen elements are still static : the character is coming back to life.
Bure and Gousei are probably traced over the same key frame, so I'd say the entire episode is in one blink ,and a single key frame; isn't it elegent.
If memory serves me right, this dandy little bit of animation was originally made by Ward Kimball for the Reluctant Dragon. Though it went unused in the finished film, the animation later got reused wholesale by Ken Muse and Riley Thompson for this short, with the only difference being Mickey’s clothes. Marvin Woodward does the shot of Minnie playing the organ.
Abel Gongora and Juan Manuel Laguna are credited for the ED animation, though I'm leaving this as presumed since I'm not entirely sure what parts Abel did and which parts Juan did.
