I just looked around the booru trying to see if any of the key animators that were listed in credits worked on this. what I found it might be Shukou Murase? https://imgur.com/a/SPB11 if you look at the hair strands and how it interlocks and compare it to screenshot from this cut he did in Mobile Suit Gundam Unicorn it's very similar. It's that triangular shape that appears in between the bunches of hair. His cut from Ergo Proxy has an identical thing going on as well. the way he shaded the hair is somewhat the same as well. I know this just based on how he draws hair but it might be him.

Murase is the animation director and he heavily corrected everyone drawing minus Hashimoto and Ohira. It might be him, or his correction is too strong.

Now that I look at the other cuts from the short, I do see this hair thing going as well, I guess we'll never know for sure until he himself confirms it, because he is listed as a key animator in the credits too.
