So...storyboarding then? It would be a rough storyboard, then given to the animator afterwards to clean it up?

It's not uncommon for the animator to clean up their own work. Depending on the animator and the shot, there could be quite a few passes.

nah animator do the clean up work or done by 2nd key animator ''Genga''

So the animator do a rough Animation and the do tie down or cleaning up the frames by re drawing it again closer to the model sheet ..

then it would goto the AD and fixed and eather the animator go and do the rest which is genga or 2nd key.. or someone else may do it.
