It almost looks like the character is shaking, there are too many lines moving in every frame, his shadows are moving rapidly while the character is barely moving position, and the cuts are off the lining so it almost looks like he is getting bigger and smaller in every other frame...

It kinda works for the Mad Hatter though, since he's supposed to be unstable.

Absolutely, it definitely fits the madlad quite well, it is also very expressive. You don't see things animated like this very often so it is always a win in my book :)
