You are right for this cut, but don't just stick to it.
Almost of clip looks like Yoshio liquid animation and timing. I read KA all staff list and I'm pretty confident.

Also about around 14s can be Kenichi Ohki at a second view, but I will put unknown for safe.

Btw is really irritant remove a guess of one post instantly after see it, so I'm very glad to you for question this, really thanks. I was afraid that this might be a tag war like post #39257 and post #68459 lol. I'm not talking about this should be obligatory, but definitely attitudes like this make the Booru better bit by bit.

At last, I think is a good guess (+ unknown artist), but if someone REALLY want to remove Yoshio from here, just remember, this is the mostly strong guess for sure to this cut.

yeah there's definitely more than one animator that worked on this scene which is why I was surprised to just see one tag
