fairly certain this is Suzuki, fabric and shading is his and that rotation is almost flawless. Hardly anyone can animate this well and he's already confirmed to have worked on the show.

Wait what ?!

Kam already pointed out how consistent this is, and do you what's crazy... Oshiyama had been a Gengaman for not even a year and a half at that point (first credit in December 2004). This aired in early 2006!

....maybe I underestimated early Oshiyama?? christ alive.

At least Marketani guessed Suzuki b4 me so I don't have to be pestered with this own til the day I die. The consistency is off the charts though, one of the best scenes from a show that already has an absurd amount of talent on it.
