Robert Peluce and Bob Kurtz are credited with "sequence designer" and "sequence director" respectively for this sequence (named by the song that plays during it). I'm not sure exactly what those credits mean, but they're the only people with credits associated with this sequence specifically.

I rewatched this recently, and the last time I saw it was when I was pretty young. Even decades later I remember a lot of very specific cuts of animation from this movie, but for some reason I have no memory of this sequence at all, despite how striking it is. What's also weird is it's not even like I remember having seen it after I saw it again; it feels like this is the first time I've watched this.
The art direction and storyboarding is very nice, but the animators appear to have merely in-betweened the layout. I really wish studios would stop doing that.
Glen Kennedy did some animation for this movie, too. He was working for Wang/Cuckoo’s Nest at the time they made this movie.

I've been trying to make scenes of his, Jon McClenahan's, and David Feiss' scenes for this movie, but I've had no luck because they exceed the file size for the program I use.
