Wouldn't this be Masashi Kudo, as well? It's within the same scene as the other cuts that he animated with the same style of movement and energy. The way his head and shoulders bob especially look like other character acting animations he's done.

Honestly, after slowing down and studying the timing (on cuts with closeups of erratic limb movement) and comparing it to cuts like these:

I think the timing is very similar nonetheless. The differences you're noticing could be due to the erratic movement of the super loose clothing. I can't imagine making hard smears when the clothing is so loose and fluid, which also changes the look of the limb's gesture, making the timing look a bit less snappy than it really is.

the timing isn't similar to this one in either post you linked, this feels far more elastic and FAR less weighty. Again, the lack of his usual smears is pretty telling, as well as looking at the rest of the KA list for this episode, a lot of talented animators. If I had to guess I'd say this might be Shingo Ogiso, but it's way too doubtful to presume for a scene like this.

Damn I didn't know enough animators back then. Even remember looking at the credits to see if I could prove my point at the time, but I didn't even notice yuki hayashi's name. Nowadays, I don't think I'd ever miss that lol. I reference his work a lot. One of my fav animation directors
