Nagano and Tetsura are the only two people credited on this episode. I believe Tetsura drew all the mecha cuts and Nagano drew all the character cuts. C3 is reused from #01 so there's a strong possibility it's Akio Watanabe since I think he drew all the character cuts for that episode.
