I wonder if this could be Hirotoshi Sano given the effects look similar. Admittedly it's very different from the work he is presumed to have done before he left the industry, but he has animated things in a Kanada/Yamashita-influenced style before, and has been doing so recently on the Obari directed Metaverse series.
