Layout of the first cut is "virtually identical" to an image taken by Haruhiko Higami, the film's location photographer. Otherwise, Anime Architecture confirms what Inoue says above, which is this is all Takeuchi. The book confirms his work starts as early as at least cut 334, though he (and artist_unknown) are tagged much earlier in post #228342, which begins this sequence.
