I always thought that this was Keisuke Masunaga since this was his style of drawing the characters? Was he an animation director by any chance?

Yes, he was.
Masunaga Keisuke was animation supervisor and a key animator for many episodes of Dragon Ball Z. He also did key animation for Dragon Ball Z Movie #12. Cookie and I have tried to hunt down what he thought were Iwane's cuts for a while now but since neither of us know Japanese it's hard to just ask Iwane himself on his message board. Iwane was only fourth credited for Episode #279 but I've always thought he did quite a bit of the action cuts himself. I could be totally off base, though. It's hard to tell because of the corrections. We do know that Studio Cockpit episodes and Studio Carpenter episodes were getting un-credited corrections from chief animation supervisors for a while, like Miyahara Naoki for Studio Cockpit and Shimanuki Masahiro for Studio Carpenter. Kei from Kanzenshuu seems to think Yamamuro Tadayoshi did un-credited corrections for Episode #229, a K-Production episode led by Ishikawa Shingo.
