Nozomu Abe did Misaka scene, not sure about Magnus scene.

the awful compositing makes it hard to see the fx shapes clearly but Magnus' part should be Keiichi Ishida the smoke and especially that railing gives it away. Also nothing else on this film looks at all like something he would do so that makes me a lot more confident.

I know the animation wasn't much but there's an Accelerator scene after Stiyl Magnus' attack that should've been there. Unfortunately it wasn't added here.
