While he wasn't credited with genga in this episode, I'm tagging Shigeta because he was credited as 作監協力 and his atwiki says his work was focused on effects, specifically mentioning the Turn X scenes in the B part, which is what we have here.

But above of all, I'm tagging because those effects, specially at 0:09, are so completely in his style that I can only believe he completely redrew what the original gengaman did, or simply animated them from the ground up.
