I do often wonder what is considered 'sakuga' in a Disney production when the majority of most of their 2D films have insane animation all around.

You're not wrong. Sakuga generally means higher quality animation for a specific scene or moment, for those who don't know.
Their back catalog in the 90s to early 2000s are pretty much just two hour long sakuga moments with songs.
I don't mean that in a disrespectful way.
