This cut is from the very beginning of the A part of the episode, handled by the Oh Pro guys. The look of it leads me to believe this could be Tomonaga, although he was presumed on cuts later on the episode (post #155147) which look much more like him. If this sequence isn't Tomonaga, it's most probably by Shojuro Yamauchi, who does the next part in the episode; but it's also possible that a) Tomonaga worked on different parts of the episode, which would be rare for Conan but not that strange or b) the other cut I referenced was by Toshitsugu Saida.
