No, a layout is usually a still shot that is more detailed than the storyboard indicating how both the key animation and the background art should look, while "rough key animation" means the key drawings themselves before adding the details, but with the timing and movement. In this case, in the scene in 0:14-0:18 it looks like the rough KA imposed over the layout in the background, while in 0:10-0:12 and 0:13-0:14 it's just the KA without the layout.

Layouts can double as rough KA sometimes (as Yasuhiko has mentioned in an interview that's been posted here), but that's definitely not the case here. And rough KA is usually meant to be cleaned up by "2nd KA" animators, but here it should have been Iso himself.
rough genga is used synonymously with layout by animators, now more than ever but around this time as well

I agree there is a worthwhile distinction there but its pretty much never made
This explain how effective Mitsuo Iso is when he's working with great draftmanship that he ambitiously use color marker to draw the forms. Guy are crazy talented
