This entire scene here is made by Otsuka, there was no other animator involved.
Inoue's bicycle scene is a different one, it's not on sakugabooru.
They mentioned Inoue in the clip because he and Otsuka were the only animators that had bicycle scenes.
Inoue's part is where he is chasing the truck in the highway.

Kanada's work on Nausicaä is amazing.
