Masaaki Endou says on twitter that he asked Morifumi Naka about who did this, and was told it was Masami Ozone. In the Twitter thread, he, Kazunori Ozawa, and Masahiro Emoto were specifically talking about the fire, so I don't know if any of the rest is Ozone's work (which is why I'm leaving artist_unknown for now), but at the very least the first cut and flame transitions between cuts 100% are Ozone, according to Endou. I'd guess the yellow embers are as well. It is a little strange, as Ozone isn't credited for this episode, but Endou seems very confident about it.
