Majority of mkv files have soft subs meaning they are not encoded into the video itself rather you can turn the subs off if you want to cut a segment out.

If you use handbrake to cut out the segment then pop it into something like avidemux you can use one of their resize filters to resize the video.
Problem though is that when I open an mkv film in any media player, I can't get rid of the subs. Or at the very least, not in WMP or VLC.

I also can't seem to get handbrake to work for me (in that it won't export the source video).
