As far as I'm aware, Art Palmer, Josh Meador, Don Tobin, and Sandy Strother did effects animation while Milt Kahl most likely animated Pinocchio. Not sure about the rest.

Reitherman did Monstro the whale, I think. That's what it said in his "Disney Family Album" episode, anyway.
I think he worked on this episode because the smoke of the first explosion in this scene (http://sakuga.yshi.org/post/show/12644/) and the morphing in this video here look like Shida's style to me. Maybe he was uncredited?
