If I had to guess I'd say Tetti Tatti and the sailors were animated by Fred Moore, and Willie's death was animated by Wolfgang Reitherman or John Lounsbery.

It doesn't make sense for the water to be blue under these lighting conditions. It would make more sense if The sky reflected onto the water.

Reitherman didn't work at this short
So maybe its john's work

A lot of great disney scenes doesn't make any sense like the whale scene from pinocchio
