The uploader probably appreciated the timing and attention to detail, like the way her hand rotates when she pushes the chair.
Clothing folds and perspective are kinda neat.
For sure. It's definitely good animation, regardless of whether it's sakugabooru material.

Honestly if it bears this much thinking about, it's probably worth keeping around.
-Her body is spatially consistent/3D competent, showing that this animator has "sakuga"-level fundamental skills.
-Her body rises and falls in accordance to her foot movements while she sidesteps in front of the chair. This is a byproduct of that spatial consistency.
-Her face moves closer to the camera as she bends forward to sit down, which registers to us as her face taking up more camera space. This is another byproduct of that spatial consistency.
-Strong hand-chair interaction.
-Strong wrinkles.

This isn't a flashy cut, but the skills are there. Average anime animation couldn't touch what this cut is doing.
there are way worse things on the booru than this, and this isnt even bad.
I also really like this little sequence and I think Hitorio summed it up best. It isn't flashy at all, but the more I watch it the more I find myself really appreciating the attention to detail. Insane how the right talent can make something as simple as sitting in a chair look interesting.

Now to figure out who actually animated it.
I didn't realize that there had to be something "notable" about a piece of animation for it to be here, to be honest. It's just a nice piece of animation, like many other cuts here.
