Wow, I wonder why Chimo decided to go with this aspect ratio and how difficult it was to animate in?
The funny part is that the entire episode isn't this aspect ratio, even. It switches to this when they decide to go kick the villain's ass.

Are you guys sure this isn't Matsumoto? Him working NC is pretty common and it even makes more sense for this scene to be his because he's close with Ryo Timo and Matsumoto style is not that consistent. And it looked similar to post #13154

5.The timing and smears is his style
6.Also Chimo works on Tetsuwan Birdy Decode (2) 12# so he knows Matsumoto's style and the animation is pretty similar for both ep 12# tetsuwan and Tsuki ni naku 3# for the cuts.
