A lot of this movie has animation done on 1’s, and for the most part it looks great. It doesn’t really fall into the stiff or robotic look most animation done on 1’s does. Is it just really good Douga artists or is there something else going on to make it look so good?
 
Despite the animation being simple, the compositing goes hard

I feel like people are quick to hate these direct-to-DVD sequels without noticing the genuinely beautiful animation in some of them. Some of them are even on par with their originals.

The animation is normal speed (you can just count the frames to see) only the camera is above 24fps because the first 154 episodes of Shippuuden are VFR.

VFR is more difficult to encode for and most ignore it so a solid 99% of the fanbase has never watched Naruto in the correct frame rate

See the camera PAN's in post #157964 for example. These just move horizontal/vertically so it's not as noticeable as the handheld camera in this post
