Like most things: having good inbetween artists and checkers. There are aspiring animators who wish to draw mecha so doing good inbetweens for senior animators is good experience for them.
Though with a cut like this I'm going to assume Kim did most of the flashy drawings himself.

I never thought we would ever see Matsumoto in a Ghibli movie. It seems like Takahata's approach to animators is different than Miyazaki's.
